"Moscow's aggressive incursion of the Eastern European country, continuous propaganda efforts, and ongoing breaches into European airspace mean that we cannot afford to bury our heads in the sand," commented the board leader.

The panel head further stated that the group had "consistently received apprehensions about the nation's ability to secure itself from military action".

The specific suggestions included a request for the government to speed up the pace of industrial change and make "alertness" a primary target.
